Narcan & Harm Reduction

Saving Lives. Supporting Our Community.

MontcoNORML believes that harm reduction is about meeting people where they are, providing practical resources, and making sure our communities have the tools they need to stay safe.

As part of our community outreach, MontcoNORML provides Narcan (naloxone) and other harm-reduction supplies at community events and outreach programs throughout Pennsylvania.

Free Narcan & Harm Reduction Supplies

When available, MontcoNORML distributes free Narcan (naloxone) and other harm-reduction supplies to community members.

Narcan is a medication that can rapidly reverse an opioid overdose and restore normal breathing. Having Narcan available can give someone the opportunity to survive an overdose and receive emergency medical care.

You don't have to be a medical professional to carry Narcan.

What We Provide

Depending on availability and the event, our harm-reduction outreach may include:

Free Narcan / naloxone

Fentanyl test strips

Safer-use information and educational materials

Overdose prevention education

Drug-checking and harm-reduction resources

Referrals to treatment and community services

Cannabis safety and responsible-use education

Why Harm Reduction Matters

Harm reduction recognizes that people deserve dignity, respect, education, and access to lifesaving resourcesregardless of where they are in their journey.

Our goal isn't to judge people. Our goal is to keep people alive.

We believe education and access to lifesaving supplies are essential parts of building healthier and safer communities.

Get Narcan

MontcoNORML regularly participates in festivals, community events, advocacy events, and outreach programs where harm-reduction supplies may be available.

Follow MontcoNORML for upcoming events and outreach opportunities.

Want to Partner With Us?

Organizations, businesses, event producers, and community groups interested in bringing Narcan and harm-reduction education to their event are encouraged to contact MontcoNORML.

We welcome partnerships that help expand access to lifesaving resources across Pennsylvania.

MontcoNORML  Advocacy • Education • Community • Harm Reduction

Availability of specific supplies may vary by event and funding. Narcan distribution is subject to applicable laws, program requirements, and supply availability.

 Community Cleanups

MontcoNORML believes that community advocacy is about more than changing laws it’s about showing up, giving back, and taking action in the communities we serve.

Our Community Cleanup Program brings together volunteers, local organizations, businesses, artists, event producers, and community partners to help clean, restore, and maintain public and community spaces throughout Pennsylvania.

From parks and neighborhoods to waterfronts, gathering spaces, and areas impacted by illegal dumping or neglect, our goal is to remove litter and debris, improve the appearance and safety of these spaces, and encourage the community to take pride in their surroundings.

Get Involved

There are many ways to participate:

Volunteer Join us at an upcoming cleanup and help make a direct difference.

Request a Cleanup Know a public or community space that needs attention? Let us know where help is needed.

Become a Community Partner  Businesses, nonprofits, organizations, production companies, and community groups can work with us on cleanup projects.

Donate Supplies Help provide gloves, trash bags, litter grabbers, buckets, water, safety equipment, and other supplies volunteers need.

Sponsor a Cleanup  Support the cost of organizing cleanups and help us expand our community outreach.

 More Than Just Cleaning Up

Our cleanups are about building stronger connections between people and their communities. They provide an opportunity for neighbors and organizations to work together, meet new people, improve shared spaces, and demonstrate that advocacy can create positive change beyond the political process.

We also prioritize volunteer safety and responsible disposal. Volunteers are encouraged to avoid hazardous materials, unknown substances, sharps, and other dangerous items and to leave those materials for appropriately trained professionals.

Whether you can give an hour, provide supplies, bring a team, or help us organize an entire cleanup, there is a place for you.

Clean Communities. Stronger Communities.

Join MontcoNORML and our community partners as we turn advocacy into action  one cleanup, one neighborhood, and one community at a time.

Lobby Days

Make your voice heard in Pennsylvania!

MontcoNORML Lobby Days bring patients, consumers, advocates, community members, and supporters together to take action directly at the Pennsylvania State Capitol. These events give our community an opportunity to meet with legislators, share personal stories, educate lawmakers, and advocate for meaningful cannabis reform.

Our Lobby Days focus on bringing real community voices into the legislative process and making sure Pennsylvania lawmakers understand the impact current cannabis laws have on patients, families, consumers, and communities.

What Happens at a Lobby Day?

Participants may have the opportunity to:

Meet with Pennsylvania legislators and legislative staff

Discuss current cannabis legislation and policy

Share personal experiences and stories

Advocate for HomeGrow and the right to cultivate

Support adult-use cannabis legalization

Advocate for cannabis patient rights and protections

Discuss expungement, pardons, and restorative justice

Learn how Pennsylvania's legislative process works

Connect with other advocates and community organizations

Participate in rallies, press events, and other advocacy activities

New to Lobbying?

No experience is necessary.

MontcoNORML helps participants understand what to expect, how to communicate with legislators, and how to effectively advocate for the issues that matter to our community.

Whether this is your first trip to Harrisburg or you've been advocating for years, everyone has an important role to play.

Why Lobby Days Matter

Laws don't change by themselves. Legislators need to hear directly from the people affected by those laws.

When patients, families, consumers, advocates, and community members come together, we can demonstrate the strength and diversity of Pennsylvania's cannabis community and push lawmakers to take meaningful action.
